City guide

Luanda

Angola's oil-wealthy capital sits on the Atlantic coast, its modern high-rises and the crescent-shaped Marginal waterfront promenade a striking contrast to the city's colonial-era Fortaleza de São Miguel fortress. Luanda has been ranked among the world's most expensive cities for expatriates, reflecting its role as a major energy-industry business hub.

Why travelers love it

A fortress that's outlasted almost 450 years of the city's history

Founded in 1576 by Paulo Dias de Novais, Luanda grew up around a fort on this same headland; the current stone Fortaleza de São Miguel, built in 1634, is the best-preserved of the city's colonial defenses and now houses Angola's military history museum, with sweeping views over the bay from its ramparts.

A rebuilt waterfront that put the bay back at the center of the city

The Marginal promenade along Avenida 4 de Fevereiro was rebuilt through the 2010s into a landscaped bayfront walk of fountains and palms, looking out across the water to Ilha do Cabo — the sand peninsula that shelters Luanda's harbor and gives the city its natural setting.

A monument to independence visible across the city

The 120-meter, rocket-shaped Mausoléu António Agostinho Neto, built with Soviet assistance starting in the 1980s and completed decades later, honors Angola's first president and remains one of the tallest structures on the Luanda skyline.

Practical planning

Luanda changed airports — the old one is no longer in use for scheduled flights

Dr. António Agostinho Neto International Airport, about 40km southeast of the city center, was inaugurated in November 2023 and fully took over scheduled passenger operations from the old, much closer Quatro de Fevereiro International Airport by March 2026. Budget more transfer time than older guides suggest.

Luanda's population grew more than a hundredfold in under a century

The city held about 61,000 residents in 1940 and 475,000 by 1970; by 2024 metropolitan Luanda had grown to roughly 8.8 million people, close to a third of Angola's entire population.

The Fortaleza de São Miguel is the best-preserved of three Portuguese forts

Built in 1634, the fortress is the survivor of three 17th-18th century Portuguese military structures in Luanda and today houses Angola's Armed Forces Museum.

Angola's advisory names Cabinda and a DRC border strip, not Luanda

The US State Department rates Angola Level 2 (Exercise Increased Caution) for crime, health risks and landmines country-wide. UK FCDO's specific avoid-all-but-essential zones are Cabinda Province (except Cabinda city itself, a separate exclave north of the Congo river mouth) and a 1km strip along the DRC border in Lunda Norte province — both far from Luanda. Standard big-city precautions apply in the capital: avoid displaying valuables and use registered taxis or ride-hailing rather than walking after dark.

Luanda is consistently ranked among the world's most expensive cities

Cost-of-living surveys have repeatedly placed Luanda at or near the top of global rankings for expatriates, driven by import-dependent goods and a housing market shaped by the oil industry — budget well above what prices elsewhere in the region might suggest.

Good to know

  • One of the world's most expensive cities for visitors; South Africa-style crime precautions apply — check current guidance and avoid displaying valuables.
